Detach an attached HA file descriptor for a file stream, then close it

The ha_fclose() convenience function detaches a
connection associated with the file stream stp that was previously attached using
ha_attach(), and then closes the connection.

- Success
- -1
- An error occurred (errno is set).
The ha_fclose() function returns errors as
returned by either the underlying fclose() call or
the ha_detach() call.
