Return the user's default shell

The PtTtyShell() function returns either the value of the
SHELL environment variable or, if SHELL
is undefined, the user's default shell defined in the
passwd file.
This string is used by the PtTty widget to start the
user's shell (see Pt_ARG_TTY_CMD and
Pt_ARG_TTY_ARGV resources to PtTty).
